The problem - lol - is that 400 can't fit into 20. It's a weird question.The problem is worded fine, but the solution given is wrong...I would write:

\(\displaystyle \frac{x}{100}\cdot20=400\)

\(\displaystyle \frac{x}{100}=20\)

\(\displaystyle x=2000\)

And so we conclude that 400 is 2000% of 20.
