I would translate the given problem into an equation as follows:

[MATH]9=\frac{x}{100}\cdot36[/MATH]
"9 is" becomes "9 =" and "what percent" becomes "x/100" and "of 36" becomes "·36".

Multiply through by [MATH]\frac{100}{9}[/MATH]
[MATH]100=4x[/MATH]
Divide through by 4 and arrange as:

[MATH]x=25[/MATH]

Is my method correct?

You got the correct answer, but note that the equation I set up returns the percentage directly, whereas your equation returns the portion 1/4, which you then converted to percentage. :)
